NACOC Opens Licensing For Medicinal And Industrial Cannabis

The Narcotics Control Commission (NACOC) has announced plans to commence the licensing of medicinal and industrial cannabis cultivation in Ghana, following parliamentary approval of the country’s regulatory and cost framework.

In a press statement dated February 11, 2026, NACOC said the move is aimed at operationalising a controlled licensing regime for the cultivation, processing, and use of cannabis with tetrahydrocannabinol (THC) content not exceeding 0.3 percent for strictly medicinal and industrial purposes.

According to the Commission, the initiative forms part of government efforts to support lawful innovation and industrial development while safeguarding public health and safety.

Strict Licensing Requirements

NACOC emphasised that licences will be granted only to qualified entities that meet stringent regulatory conditions. These include:
• Robust security protocols
• Effective product traceability systems
• Approved quality assurance standards
• Full compliance with all applicable laws and regulations

The Commission warned prospective applicants to engage directly and exclusively with NACOC through its Cannabis Regulations Department (CRD) and avoid dealing with individuals or groups claiming to facilitate licensing.

“Applicants are advised to follow only officially approved licensing processes and guidelines,” the statement cautioned.

Recreational Use Still Illegal

NACOC reiterated that recreational use of cannabis remains illegal in Ghana, stressing that the new licensing regime does not alter existing laws on cannabis consumption.

The Commission said it will work closely with key state institutions, including the Ministry of Interior, Ghana Standards Authority, and the Food and Drugs Authority, to ensure effective implementation, monitoring, and enforcement of the framework.

NACOC reaffirmed its commitment to protecting public health and safety while enabling lawful economic activity in the cannabis industry.
