PHDC Will Ensure Efficient Metering System at Petroleum Hub – Onasis Rosely Assures

The Deputy Chief Executive Officer for Operations and Technical Services at the Petroleum Hub Development Corporation (PHDC), Onasis Rosely, has affirmed the corporation’s commitment to ensuring strict adherence to international standards and protocols in the installation of metering systems at the Petroleum Hub.

In a keynote address at the inaugural Oil and Gas Measurement Summit on Wednesday, July 2, 2025, Onasis Rosely emphasised that the PHDC, in its mission to develop the Petroleum Hub, will establish robust frameworks, expertise, and technologies essential for precise and efficient measurement of oil and gas products.

Speaking on the theme, “Unlocking Value Through Accurate Metering: The Key to Operational Efficiency,” Onasis Rosely underscored the critical connection between precise metering systems and effective revenue generation, urging regulators in the petroleum sector to prioritize efficiency in product evaluation.

“At the Petroleum Hub Development Corporation, our vision is unequivocal: to establish Ghana as a competitive, integrated petroleum and petrochemical hub in the region. This ambition will only be realized by fortifying the foundations of efficiency, particularly through advanced metering and measurement systems that meet global standards,” he stated.

Mr Rosely elaborated, “As we develop critical infrastructure—refineries, storage facilities, pipelines, and ports—we must concurrently establish frameworks, expertise, and technologies that ensure accurate product measurement and equitable value exchange.”

He also addressed challenges stemming from inefficient metering systems, advocating for cohesive policies and collaboration among stakeholders in the oil and gas industry to mitigate systemic leakages.

“Inaccurate or inconsistent metering practices create significant discrepancies, leading to revenue losses, regulatory violations, and diminished trust. As we strive for energy security and industrial growth, we cannot tolerate these deficiencies, neither in our pipelines nor in our governance,” Mr Rosely asserted.

He continued, “Beyond advanced equipment, we require policy alignment, capacity building, and collaborative oversight. We must foster an ecosystem where regulators, investors, operators, and consumers share a unified, reliable, and verified standard of measurement.”

Addressing an audience of investors from Ghana and abroad, Mr Rosely promoted the Petroleum Hub project, highlighting opportunities for both local and international stakeholders.

Mr Rosely concluded by affirming that, while the Petroleum Hub represents a bold and ambitious vision, it is eminently achievable and serves as a vital solution to Ghana and Africa’s persistent energy challenges.
