NHIA Reaffirms Commitment to Universal Health Coverage – Dep. CEO

Maiden tour

The National Health Insurance Authority (NHIA), Administration and Human Resources Deputy Chief Executive, Mr. Raphael Segkpeb undertook nearly a week-long marathon working visit to the five Northern Regions, which began on March 2, 2026.

He was accompanied by the sectional heads under his watch, comprising the Administration Director, Mr. Raymond Avinu, Legal Director, Annette Obenewaa Adutwum Esq., Corporate Affairs Acting Director, Mr. Oswald Essuah-Mensah, Human Resources Acting Director, Angela Dede Namo Auch, Private Health Insurance Schemes Acting Director, Baba Sadique Zankawah Esq.  Training and Development Deputy Director, Mr. Dickson Nuku Danso and the Procurement Deputy Director, Mr. Samuel Adusei.

Mr. Segkpeb kick-started the tour in the Upper West, to the Savannah, Upper East, North East and Northern Regions.

Chief Executive’s three-point vision

The fundamental highlight of his engagements focused on the NHIA Chief Executive, Dr. Victor Asare Bampoe’s vision of strengthening internal controls and staff welfare, eliminating illegal charges to restore public confidence in the National Health Insurance Scheme (NHIS) and aligning the Scheme with the government’s flagship, Free Primary Healthcare and the Ghana Medical Trust Fund known as (Mahama Cares) programs, seeking to boost the global agenda of Universal Health Coverage (UHC), by 2030.

He said Dr. Victor Asare Bampoe’s leadership is fostering an open-door policy, inspiring all employees to share practical ideas to transform the Authority.

Universal Health Coverage attainment

During the engagements, Mr. Segkpeb underscored the importance of a coordinated and sustained action at the regional and district levels to accelerate Universal Health Coverage attainment.

Illegal charges combat

Mr. Segkpeb unequivocally served notice of Executive Management’s eagerness to start prosecuting dishonest credentialed healthcare providers.

He therefore cautioned all staff against conniving with such dubious healthcare providers deliberately defrauding the NHIS members at the provider sites.

Equal opportunities for all

According to Mr. Segkpeb, all staff will have equal opportunities regardless of their ranks or geographic locations.

He adviced the staff to subscribe to the newly established Staff Cooperative Credit Union and benefit from lower interest rates on loans.

Commendations

He acknowledged the stellar performances of the Upper West and Savannah regions for achieving their 2025 annual targets and challenged the lowest performed North East, Upper East and Northern Regions to change the narrative at the end of 2026.

Projects

Mr. Segkpeb’s team visited some project sites including the proposed Takpo Polyclinic project in the Nadowli-Kaleo district of the Upper West Region, fully funded by the NHIA, Bole new district office in the Savannah region, the ultra-modern North East Regional office, and the site earmarked for the construction of the Tamale Claims Processing Centre (CPC).

He pledged Executive Management’s determination to construct two new offices in the North Gonja and North East Gonja districts of the Savannah Region.

He envisaged that the infrastructure expansion across the country will reduce the occupation of rented properties, enhance staff working environments and improve access to healthcare,

New vehicles distribution

He promised the Upper East and the Northern Regions three new operational vehicles each for some district offices including Nantong, Nanumba North and Sagnarigu.

He implored the regional and district management teams to be accountable and responsible for the use of administrative resources. 

Impact

The frontline staff valued the tour and emphasized that such high-profile engagements inspire them to increase the speed of achieving their mid-year and annual targets.

The Acting Regional Directors, Mr. Tindogo Rashid-Mohammed of the Upper West, Mr. Kassimu Abdulai, Savannah, Dr. Salifu Yandaog Kombat, Upper East, Salifu Abraham, North East and Mr. Abdulai Alhassan, Northern Region, commended Executive Management for personally touching base with the grassroot staff.

They appealed for more staff, additional district office complexes, refurbishment of obsolete infrastructure, operation vehicles, motorbikes and fixing the erratic internet connectivity downturns.

Hospitality

The elated regional management teams on behalf of the entire workforce generously presented traditional handwoven smocks known as (Fugu), the hats, a plague, leather pillows, xylophone and other valuables to Mr. Segkpeb and his entourage.

Climax

In Tamale, Mr. Segkpeb said the successful tour firmed up Executive Management’s connection with the grassroots staff.

He reminded them to adhere to Executive Management’s policy direction and instructions, critical for ensuring organizational alignment and operational efficiency.
